
Governance Redesigned
Carcosa’s government is divided across 5 branches; Statutory (writes laws), Mandatory (carries out laws), Adjudicatory (interprets laws), Sovereign (ceremonial), and Bureaucratic (independent functions). The Statutory, Mandatory, and Adjudicatory branches form the government (called The Directive), whereas the other 2 (Sovereign and Bureaucratic) aren’t involved in direct governance, instead they support and manage The Directive.

Democracy and Voting
Carcosa uses a Psychometric-Quadratic Voting System (PQVS). This is where people are assigned non-transferable voting credits (typically 100 every month) to spend on votes, with the cost for each additional vote increasing quadratically (1 vote costs 1 credit, 2 votes costs 4, 3 votes costs 9, etc). Voting rights are subject to mental competency, rather than age. People are evaluated on whether they are able to comprehend and make informed decisions.

Guiding Principles
The morals of Carcosa are built on five guiding principles: Solidarity, Community, Health, Happiness, and understanding. Solidarity affirms that no one stands alone, suffering and triumph alike are shared. Community recognises that society is not a collection of isolated individuals but a living network of mutual dependence. Health includes both collective and individual wellbeing. Happiness means to support the individual in their journey to positivity.
About us
Carcosa is a sovereign island nation located in Lake Victoria, Nunavut, that declared its independence from the Canadian state on the 7th February, 2024. Our constitution was ratified on the 8th February, 2024, the following day.
The island has a land mass 0.0162 km2 (0.0063 sq mi) in size, it experiences a subarctic climate with long, frigid winters and short, mild summers. The terrain is rocky and forested with native lichen, boreal shrubs, and small freshwater springs. Despite its small size, the land is ecologically diverse.
We have our own system of governance comprised of 5 branches of government, and are classed as a Liberal Democracy. Our Head of Government is an elected leader called the Mandator, and the head of state is an elected monarch. We’ve created a strong national identity, and cultivated a culture where every citizen shapes the path forward, every voice carries weight, and the future is an open horizon.
Our national anthem is “Cassilda’s Song” and the national symbol is the Yellow Sign. Our official language is Carcosan, but the language most widely spoken among the population is English. Our capital city is called Yhtill, and we have a HDI of 0.92. We have our own currency, called “Yellows”.
